If I'm not mistaken, the mobile version came out first, and based on that the Xbox 360 and then the PS3 versions where released. If you dig inside the game's files you can see that in PS3 it uses a lot of .obb files (pretty common in Android games, including the mobile release of GTA SA), so I think that the PS3 version is based on the android version.
